教育部跨域彈性修業試辦計畫
MOE Cross Disciplinary Degree Initiative
隨著全球高等教育的快速發展，學生學習的自主性和跨領域能力需求日益增長。國際知名大學如哈佛、史丹佛、密西根大學等，已積極推動彈性學制與跨域學習，學生可根據興趣和職業規劃，設計個人化的學習路徑。在台灣，教育部於113年推動「跨域彈性修業試辦計畫」，促進高等教育轉型，打造能支持學生多元發展、提升學習成效的彈性學制。
As global higher education rapidly evolves, students’ need for autonomy in learning and cross-disciplinary skills is increasing. Leading universities such as Harvard, Stanford, and the University of Michigan have developed flexible programs and cross-disciplinary learning, encouraging students to design personalized learning paths based on their interests and career plans. The Ministry of Education launched the “Cross Disciplinary Degree Initiative” in 2024, aiming to allow better flexibility in Taiwan’s higher education system that better supports students’ Bachelor diverse development and improves learning outcomes.
計畫目標
Project Goals
本計畫旨在推動臺灣的大學實施彈性學習制度，讓學生能根據個人興趣、職業規劃及多元需求，靈活選擇跨領域課程並決定畢業方式。我們希望透過此計畫，提升學生的自主學習能力和學習動機，從而提升畢業率和學習成果。此外，本計畫也鼓勵大學打破系所限制，建立更加靈活的學位授予制度，培養出適應快速變遷社會與產業需求的跨域人才。
The goal of this program is to promote the implementation of flexible learning systems in Taiwan’s universities. It allows students to choose cross-disciplinary courses and determine their graduation paths based on their personal interests, career plans, and diverse needs. Through this initiative, we aim to enhance students’ self-directed learning capabilities and motivation, thus improving graduation rates and learning outcomes. Additionally, the program encourages universities to break traditional departmental boundaries and establish more flexible degree-awarding systems, nurturing cross-disciplinary talents who can adapt to the rapidly changing demands of society and industries.

Reference Case
計畫將參考國立臺灣大學「校學士學位」的成功經驗。臺大在110學年度推動「院學士」和「校學士」學位，讓學生可以根據個人需求組合不同領域的課程，並在申請過程中設計專屬學習計畫，從而取得學位。首位畢業生於112學年度成功取得「空間政策與規劃領域」的學士學位，這為彈性學制在臺灣的推行樹立了標竿。
The program will refer to the successful experience of National Taiwan University’s “University Interdisciplinary Bachelor Program” model. In the 2021 academic year, NTU launched the “College Bachelor” and “University Bachelor” degrees, allowing students to combine courses from different fields according to their personal needs and design their own learning plans during the application process to obtain degrees. The first graduate successfully obtained a bachelor’s degree in “Spatial Sciences of Policy and Planning ” in the 2023 academic year, setting a benchmark for the implementation of flexible academic systems in Taiwan.
執行步驟
Implementation Steps
本計畫自113年9月正式啟動，計畫團隊將協助各大學完成校內法規修訂、課程模組規劃等工作，並於114年起開始開放學生申請跨域彈性學制學位。計畫將持續追蹤學生的學習成效，並進行定期評估與改善，以確保制度的可持續性與成效。
This program officially started in September 2024. The project team will assist universities in revising internal regulations and planning course modules, with student applications for cross-disciplinary flexible learning degrees open from 2025. The program will continuously track students’ learning outcomes and conduct regular evaluations and improvements to ensure the sustainability and effectiveness of the system.
